Led the formulation and supervised the implementation of government wide program for establishing state of the art centers, networks, infrastructure, human capacity, business systems and procedures and decision support systems and models in ministers, government organizations, governorates, provinces, cities, districts, and large villages. In each ministry an information and decision support unit was established for every minister and a full center for each ministry including: a data center, an information center, a DSS center, a sectoral library, and public information-disseminating unit. The institutional infrastructure and usually a full fledge training center were implemented. The initiative was implemented by mid 90's.
