Formulated a vision, law and an initiative for disabled and handicapped in Egypt. Led and chaired the National Committee for Disabled and Handicapped. Under his leadership he delivered a state -of-the-art law, a strategy for the country until 2017 and the first five-year plan with 37 programs and projects. He also pioneered the introduction of IT for the blind and disabled in Egypt in partnership between IDSC and technology companies.
