Dr. ElSherif pioneered "the Arab Regional e-Learning Initiative" in 1995. The first goal of the initiative was to set up the first Arab University on the Internet, with the mandate of providing postgraduate education. The global campus's vision, formulated at that time, aimed at providing an environment for learning and education to support one-to-one interaction between professor and student using latest technologies, Internet, satellite, and multimedia. The global campus aimed as well on drawing and utilizing the universal pool of educational courseware and resources in various disciplines, universities, and countries. At these early stages, this initiative required alliances and partnerships with universities in Europe, North America and the Arab world. The Global Campus was the first platform in the world delivering a master degree in collaboration with Middlesex University in the 90's. For professionals and executives, he led the efforts for establishing e-learning centers for distance education jointly with the World Bank, UNDP and RITSEC for the Arab region and Africa.
